Project Overview
The City of Milwaukee Department of Public Works (DPW) and Department of Neighborhood Services (DNS), in partnership with the Metropolitan Milwaukee Sewerage District (MMSD), have developed a program to assist homeowners in correcting defective sanitary sewer laterals that have outstanding code violations.
Code violations are discovered when DNS personnel flushed dye water down the home’s toilet, and it is seen in the storm sewer system, which flows directly to the river. This program will fully rehabilitate the home’s sanitary sewer lateral from the sewer main in the street to the sanitary lateral cleanout in the home’s basement.
If applicable, the program will also replace the home’s lead water service lateral. The lead service line will be replaced with a copper water service at the same time as the sanitary lateral replacement.
Construction Process
A typical installation consists of:
- Digging a hole in your basement at the sanitary sewer cleanout, which is typically located on the front wall of the home near the water meter, and another hole in the street.
- If your lead water service lateral is being replaced, a second hole will be dug near the sidewalk to install a new water valve box.
- A new sanitary sewer pipe and copper water service will be pulled into place without disturbing the ground above it.
- There are situations in which a trench may need to be dug from the street to your home.
- Access to a home’s basement is crucial!
Program Cost
All work on the home’s sanitary sewer lateral and water service lateral, including pavement, basement floor, and standard lawn restoration, will be completed at no cost to the property owner.
Property owners may also hire their own licensed contractor to complete the required work. If the violation is not fixed, DNS will issue monthly reinspection fees — $254 for the first month and $508 for each additional month until the defect is corrected.
